Bacon's Rebellion was used as a pretext.

The Rebellion which occurred about 20 years previous, had nothing to do with slavery really. It was more about the lack of protection (as perceived by the rebels) provided colonists in outlying communities from Indian attacks.

Historians look at this event (1805 Slave Act) as a means of drawing the common folk who had risen up against the authority of the royal governor at the time of Bacon's Rebellion closer to themselves in terms of loyalty. What better way to do that than creating an environment of complicity based on class and race?
